National Level Performance Evaluation Study on Convergence of MGNREGA and NRLM CFT Strategy.
The Ministry of Rural Development (MoRD), Government of India entrusted the evaluation to STEM. Duration of the study is SIX months, starting from January 2020. The following are the objectives of the study.
- To assess the success of CFT Strategy in handholding the CBOs (SHGs and their federations) to implement MGNREGA;
- To assess the impact of CFT Strategy in creation of awareness and demand generation;
- To evaluate the integrated watershed planning exercise along their assimilation and ownership among the beneficiaries.
- To evaluate the execution of MGNREGA works, their measurement and timely payment of wages through CFT Strategy; and
- To evaluate the capacity building and training exercise carried out for different stakeholders.
The study covers FIVE sample CFT States namely Andhra Pradesh, Chhattisgarh, Jharkhand, Odisha, and Rajasthan. In each CFT state, 2 CFT districts, 8 CFT blocks and 120 CFT GPs are sampled. Proportion of Active Job cards was used as the criteria for sampling districts, blocks and GPs, as applicable. A total of 1200 CFT beneficiaries, 10 CSOs, who implemented the CFT strategy and 20 CFTs were surveyed. A control group of beneficiaries were also included for comparative purpose. Two approaches, a) before and after CFT and b) with and without CFT were adopted for analysis purpose.
