Annual Performance Assessment of Local Self Governments in Kerala under KLGSDP.

The project was implemented with the financial assistance from the World Bank. Duration of the assignment was FIVE months starting October 2013. The current assignment assessed the Local Self Governments (LSGs) for their compliance with minimum conditions (MCs), and appraise their performance against a set of indicators aimed at improving accountability, transparency, efficiency, and effectiveness in the functioning of LSGs. The scope of the assessment covers the performance of GPs and Municipalities in the areas of a) revenue generation, b) public financial and expenditure management, c) service delivery, d) operation and maintenance, asset and office management, sub-project implementation and consultative and participatory approaches, as well as compliance with the project’s Environment and Social Safeguards Management Framework (ESMF), procurement rules and guidelines, grievance redressal rules and guidelines, etc.

This assessment was to enable the PMU and KLGSDP in allocation of performance grant for the financial years 2013-14 based on the relative scoring of different municipalities and GPs.
