Technical Support Unit for Directorate of Municipal Administration and project implementing Urban local bodies to achieve the Disbursement Linked Indicators and Program Action Plan under Tamil Nadu Climate Resilient Urban Development Program” - Directorate of Municipal Administration, Chennai, Government of Tamil Nadu.

The Directorate of Municipal Administration (DMA), Government of Tamil Nadu (GoTN) is the nodal department responsible for coordinating and supervising the functions of all Municipalities and Municipal Corporations (Urban Local Bodies - ULB) in the State except the Corporation of Chennai. The four-year project has started in October 2025.

The Tamil Nadu Climate Resilient Urban Development Program (TNCRUDP) is financed by the World Bank. Eleven of the 21 ULBs participating ULBs face high risk of water scarcity; Six face high risk to riverine flooding; three face high risk to coastal flooding. Almost all the ULBs face high risk to extreme heat.

TNCRUDP supports GoTN in implementing Water, Sanitation Services (WSS) and Urban Governance, the pillars of 2031 vision of GoTN. TNCRUDP is a Program-for-Results (PforR) operation with an Investment Project Financing (IPF) technical assistance (TA) component. It has two result areas and each RA have several Disbursement-Linked Indicators (DLIs).

  • DMA is responsible for DLI 1,3,4 and 5 under RA1 and DLI 8 under RA2.
  • TNUIFSL is responsible DLI 2 under RA1 and DLI 6 and 7 under RA2.

The overall objective of the Technical Support Unit (TSU) is to support DMA and ULBs to plan and execute the reforms and activities planned under the TNCRUDP, and to ensure that the ULBs achieve the DLIs in a timely and economic manner.
