Smart City Readiness of Indian Cities – Competitiveness and Credit Rating

 WHERE ARE OUR CITIES?

How close or far our cities are from the prescribed bench marks for smart cities by the MoUD? Such information in turn gives an indication of the gap to be filled with respect to various parameters and benchmarks of MoUD,which have been presented in the second part of this blog, and inputs required.

RATING OF OUR CITIES

During the last few years rating of Indian cities have been initiated/taken up on different parameters by various agencies. Details are given below.

  1. Ministry of Urban Development (MoUD)
    1. Credit Rating:MoUD has initiated credit rating of 65 Indian cities involving four agencies namely a) FITCH, b) CARE, c) CRISIL and d) ICRA.

Credit rating gives an indication of the credibility and ability of the city to raise/borrow finances, required for developing in to a smart city.

  1. Rapid Baseline Assessments (RBA): Under the World bank supported Capacity Building for Urban Development (CBUD) project RBA has been carried out for 30 cities from 19 states/UTs. Data on urban services namely a) water supply, b) sewerage and sanitation, c) solid waste management and d) storm water drainage, pertinent to the parameters and bench marks of smart cities cited in MoUD concept note is available from these reports.

Out of the 100 probable cities identified in part 1 of this blog, the above data is available for 22 cities.

  1. 2.      Institute for Competitiveness: It has brought out the following reports.
    1. City Competitiveness Report – This report is being brought out since, 2008. The latest report was in 2013.The rating is based on a) Infrastructure (financial, physical, communication, administrative, human capacity and innovation); b) Demand Conditions (demographics, income distribution); c) Competition (intensity and diversity of firms, business incentives) and d) Institutional Infrastructure (supplier sophistication, institutional support).
    2. b.      Livability Index – This report was being published since 2010. Latest report was in 2013. The index is based on diamond model of Professor Michael E. Porter of Harvard University. It covers 8 pillars namely a) demographic, b) education, c) health and medical standards, d) safety, e) housing option, f) socio-cultural-natural environment, g) economic environment and h) planned environment.

Some of the components refer to the parameters and benchmarks mentioned in the MoUD concept note on smart cities.

RATING OF CITIES?

Rating of some of the 100 probable smart cities, on competitiveness and credit rating, is shown in the tables given below.
